Chief Administrative Officer Venor is proud to partner with the City of Mount Pearl in the search for a Chief Administrative Officer (CAO) to join its leadership team. Home to 23,000 residents and over 1,100 businesses, Mount Pearl is a vibrant, forward-thinking community known for its innovation and operational excellence. With an annual budget exceeding $58M and a team of over 285 dedicated employees, the city consistently delivers exceptional services, making it one of the largest and most dynamic cities in Newfoundland and Labrador. As a CAO, you will play a critical role in guiding the city into the future. Reporting to the City Council, you will provide strong, strategic leadership across all city functions, ensuring the effective implementation of policies and initiatives in line with the Council's vision. You will be instrumental in supporting the Mayor and Council with informed recommendations and managing city operations with a focus on sustainable growth, service excellence, and long-term strategic priorities.What You?ll Be Doing:Leadership and Strategy - Lead the city's senior management team, driving collaboration, innovation, and accountability to achieve the city's strategic goals. Provide coaching and mentorship to foster a positive working environment. Policy Development - Guide the development, implementation, and review of city policies, ensuring alignment with Council objectives, legislative requirements, and municipal best practices. Stakeholder Engagement - Serve as the city?s representative to residents, government bodies, businesses, unions, and the broader public, fostering relationships that promote the city's interests. Financial and Operational Management - Oversee the city's financial health, including budget management, organizational structure, human resources, program delivery, and operational efficiency. Ensure the delivery of superior municipal services while adhering to financial frameworks and operational excellence. Governance and Compliance - Ensure adherence to the City of Mount Pearl Act and any delegations approved by City Council. Uphold corporate governance best practices, ensuring transparency in all city operations, and fostering a respectful, collaborative relationship between staff, Council, and unions.What We?re Looking For:A seasoned leader with experience guiding diverse teams, treating all members with respect and fairness, and managing operations, finances, and human resources in a complex, multi-stakeholder environment. A strategic thinker with strong problem-solving skills, capable of viewing decisions through a political lens and creating innovative solutions to drive continuous improvement. A natural communicator and collaborator, skilled at fostering effective relationships with internal and external stakeholders, including Council members, staff, unions, and the public. Municipal governance experience or leadership within similarly complex public-sector organizations is a strong asset. Experience managing operations in a unionized environment, with a focus on maintaining productive and respectful labor relations. A university degree or equivalent experience, with at least 10 years in progressive leadership roles, focusing on organizational growth, innovation, and service excellence.
