While being a strategic thinker with proven delivery of full range of human resources services to support both employees and the stakeholders, Human Resources Manager establishes and oversees the organization's human resources practices ensuring compliance with labour law, relevant regulatory bodies, while tracking the overall employee life cycle. As part of the management team, they will advise OKIB leadership of ongoing requirements as well as best practices in Human Resources. REPORTING STRUCTURE Reports to the Director of Administration, dotted line to the CEO SUPPORTS NEEDEDDevelop and implement the strategic Human Resources priorities for the OKIB Participate in organizational strategic planning working in collaboration with other department Directors to achieve goals as set out by the Director of Administration and Chief and Council Manage the recruitment process with the HR team and hiring leaders, sourcing and selection process by establishing competency-based interview guides, candidate testing, and reference checks, making recommendations to managers about candidate selection Manage, develop and implement employee on-boarding, orientation and training programs Review organizational structure by updating job requirements and job descriptions for all positions periodically Lead and maintain the OKIB Wage Grid by conducting and participating in external market salary surveys; scheduling and conducting job evaluations; monitoring pay changes; recommending, planning, and implementing Wage Grid revisions. Support employee relations mediate conflict, conduct investigations, manage the progressive discipline process and provides leaders and employee support. Participate in the development of safe work policies and procedures Oversee employee benefits programs and ensure employees are informed of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; obtaining and evaluating benefit contract bids; awarding benefit contracts; designing and conducting educational programs on benefit programs. Ensure HR policies, practices and programs are compliant with HR legislative federal and provincial requirements. Manages and maintains information on HR database and systems. Ensures all personnel, HR, and contractor information, documents, and files are complete and current. Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional associations. Develop and manage annual departmental budget and required quarterly, annual or ad hoc reporting for Director of Administration and Chief and Council Provide leadership and coaching to managers and employees on key workplace matters such as performance management, respectful conversations, and employee development.
