Senior Business Analyst Open Competition Department of Health Fredericton (An alternate work location in New Brunswick may be considered)The Department of Health is seeking an individual to join the Innovation and eHealth Branch as a Senior Business Analyst.The Senior Business Analyst position is a critical role as it supports the business analysis functions required to enable the development of secure digital health solutions, while ensuring business priorities and outcomes are met through the transformation of various clinical workflows. This position will engage with both clinical and non-clinical Subject Matter Experts to clearly define and articulate business requirements within the context of supporting program delivery through leveraging digital solutions to improve the delivery of healthcare.As the Senior Business Analyst you will:Elicit business requirements through the facilitation of multi-stakeholder engagement (power point presentations, agenda/meeting minutes, etc.); Document business requirements, functional design, use case/gap analysis; Document business process workflows (i.e., Visio); Engage with Innovation and eHealth subject matter experts to ensure business requirements/functional design reflect and/or consider impacts to other business streams within Innovation and eHealth, including Client Registry, provincial Electronic Health Record, eConsult, Community CareNB, provincial Electronic Medical Record program, etc.; Engage with Enterprise Architecture to ensure business requirements/functional design is aligned with overall Innovation and eHealth Information Technology strategic direction/ roadmap; Engage with the Department of Health's Chief Privacy Officer and Security Officer to ensure data confidentiality and client privacy, as it relates to NB's Personal Health Information Privacy and Access Act (PHIPA), are supported through functional design; Document standard operating procedures to support new / changing business processes; Support business end-users with quality assurance processes as it relates to the User Acceptance Testing phase of system delivery. This includes supporting the development of test plans and test scrips required to complete business end-user `acceptance' of a digital solution; Providing subject matter expertise in the development of training content in support of end-user training; Define/document Governance as it relates to supporting the transition from `project' to program operations; Ensure transition to information technology service provider (SNB, Third-Party Vendor) responsible for ongoing system maintenance, ensuring appropriate governance, IT operational / maintenance procedures (i.e. Stage Gate / Change Control processes), continued maintenance of key deliverables (i.e. functional design, test plans/scripts); When required, provide oversight and Subject Matter Expertise to business end-users as it relates to the development of annual maintenance plans and major enhancements to digital solutions, ensuring continued alignment with Innovation and eHealth strategic objectives; Perform various other duties as required.Who you are:You are recognized for your attention to detail, organization skills and ability to prioritize deliverables.
